In its release notes for Windows 10 2004 build 19041.21, Microsoft says the new troubleshooter will disable “the automatic running of Disk Cleanup until devices install the Windows version 19041.84 update”.

It is worth noting the disabling of the Disk Cleanup is temporary. According to Microsoft, the troubleshooter runs twice without user input needed. The first time for devices on Windows version 19041.21 and then a second time for Windows version 19041.84 hardware. As for the wider Windows 19041.21 build, this is a cumulative update package rolled out for July 2020 Patch Tuesday.
